First enable shortcuts, then at the Character Selection screen, hold Start and press any attack button to select a character. Keep holding Start and select a handicap and level with any attack button, and release the Start button after the match begins. But for two player mode, both player need to hold Start until the match begins.

Beat and save the game under the normal settings. Next, turn off Shortcuts and at the Character Selection screen, press Down, then hold Down. Now press A + B + C in that order.

Before the match begins, press L + R on both controllers.
