Pick the VIDEO CLIP choice on the options screen. Now push L1 + L2 + R1 + R2 + Up + Select + Triangle.

Every vehicle:
Pick Road GP or Time Attack mode. Highlight the "F D 7" on the vehicle selection screen and push L1 + L2 + R1 + R2 + Down + Select + Triangle.
