Build as much as you can at the beginning of the game until you go into debt. You'll receive an offer for a casino or prison. Most of the items you can get make your commercial sector suffer, but if you make the taxes in that area 1 or 2 percent the sector.
Get easy money
At the main screen, load a city created by the CPU. Metropolis is the best for this. Play with it until you get a lot of money. Next, pause your game, and destroy the city with demolitions. Save with the name you want and start playing. You will start with all the inventions, millions in money and a totally empty terrain.

Everything for free
To get everything for free including abandoned items, enter the "Powerplants" screen, then exit by clicking the "X". Then, go to the "Rewards" screen, and exit. Then go to "Garbage/Incenerators", and once again exit. Finally, go to the "Landmarks" screen. It should show everything listed from the game, including rewards, landmarks, farms, and airports except the things underground.
Don't build ANY services, besides roads
Services are the buildings found in the health, education, fire, and police menus. Remember that these buildings don't only cost you money to build, but also carry a monthly expense to pay for labor and equipment. Sims will have to hold out of the luxuries of having police and fire protection for the time being, since you don't have enough income to support these monthly expenses.
The Zone Everything Technique
In contradiction to the last technique, this involves buying power and exporting garbage. But, you have much more money to start off with to zone a lot more. Make sure you don't zone too much of one thing. If you do, you won't see development on them, because of the low demand, and you've just lost on your investment. If enough gets developed, tax income will exceed the expenses of the deals. Just keep in mind that until everything is developed, you will probably be on the negative side for a year or two. If you want, you could cash in on a business deal if one comes around.
Power Plants
In the beginning you will need a power plant. You can either buy power, or build power plants. I would choose building power plants because you can supply power to your neighbors for money. I would build either plant, although I usually select the oil.
Conditions promoting farms 1
It is far from pollution; It is zoned as light industrial; No more than 3 roads are wrapped around it
Conditions promoting farms 2
When you start a city begin by placing a school, fire station, police, and a hospital. Then you fill the gaps with some zones, mostly made up of residential and industrial, and then you water them. You will find this to be the optimal start for your city. Insecurity will set in since you are accumulating a bit of debt, but your financial advisor will reconfirm your ambitions by stating this is normal. This is the optimal time to grab a loan.

It is important to use your loan money wisely to make a profit. Don't use the loan money to build more fire stations, police stations, and other expenses because this will make you get into more debt since these items are all are deducted from your annual budget. Therefore, using your loan money to make facilities that will cause more expenses in your budget is foolish spending.
Conditions promoting farms 4
Loans should only be used for things that cost money to make, but not to maintain:Zones; Business Deals;Neighbor Connections (Only to sell)
Conditions promoting farms 5
Those three items are not expenses, but are income making things. . Don't use your neighbor connections to buy, though, since that is an expense.
Conditions promoting farms 6
If you use your loan money correctly, you will find yourself having more income than expenses. Leave the expensive police stations and such until you have a steady income of 1500 simoleons or more.
Building a City
To build a nice city on Sim City 3000, on the start menu, click on the Real Terrains box, and then click on sc3-or-sce... Then find a terrain that you like, and name your city. Build all your roads, then zones, then schools, police stations, etc. Then go in and put all your power lines, then pipes-with water pumps, towers, and other items. Then put in power generators-use only solar, and wind towers--because they do not pollute. Pretty soon you will have a good city.
