Go to a new city. Enable the code and use the Terrain Ten Down several times until the entire map is covered by water. Then, use the Raise Terrain command in a square, followed by the Smooth Terrain command to cover all places on the map.

To activate these codes, press CTRL+ALT+SHIFT+C if you are using the Windows version, or SHIFT+OPTION+APPLE+C if you are using the Macintosh version to bring up the cheat input box, then enter the desired code and press enter. Each of these codes will produce a message in the SimCity 3000 News Ticker, as indicated.
