Defeat the first eight robot masters in Megaman 3. Save the game and Mega Man: The Power Battles should now be unlocked at the game selection screen.
Mega Man 2 The Power Fighters game
Defeat the first four robot masters in Mega Man 7. Then, complete the robot museum. Save the game, and Mega Man 2: The Power Fighters should now appear two doors to the right of Mega Man 8 at the game selection screen.
